Would like to submit patch to openldap SPEC to create ppolicy module

I have a patch that creates a separate rpm for the ppolicy module in
openldap (For RHEL5). How do I go about donating this back to Redhat?

Excuse my ignorance if this has been asked before. Searched knowledge base
and google with no luck.

File a bug in Red Hat's bugzilla.
